Jakarta Achieves the Most Innovative Predicate at IGA 2020 Award

Jakarta Government received award from Home Affairs Ministry (Kemendagri) at Innovative Government Award (IGA) 2020 event.

Globalization in all fields requires every country to innovate

Jakarta Government awarded as the most innovative province based on regional innovation index 2020, along with Central Java, Banten, South Sumatra, and Lampung Provinces. The ceremony took place at Sultan Hotel, Jalan Gatot Subroto, Central Jakarta, on Friday (12/18) night.

Representing Jakarta Province, Jakarta Vice Governor, Ahmad Riza Patria received this award which given directly by Home Affairs Minister, Tito Karnavian. Jakarta won the award because it was considered capable in creating a competitive climate in innovation field, especially in public services.

"Especially now that the world is moving dynamically. Globalization in all fields requires every country to innovate. When the world is moving dynamically and quickly, moreover with globalization and revolutionary changes in information technology, innovation is a must," stated Ariza as quoted from Jakarta PPID Press Release, Saturday (12/19).

In order to take a part in IGA 2020, he continued, Home Affairs Ministry asked local governments to innovate with decentralized system impleented by central government. He assessed that local government roles which mandated by Home Affairs Ministry are getting bigger. Because most of the power is devolved to the regions, especially concurrent government affairs, outside of absolute government and general government.

"With greater authority in local government, the spirit is to make region to be independent and be creative in developing all existing resources, with existing authorities," he said.

Meanwhile, Home Affairs Minister, Tito Karnavian added that his side expected local government to be independent in various fields thus public service can be carried out optimally, such as in fiscal finance.

According to him, there are three regional typologies of fiscal capacity which are the main components to run regional development. THe first thing is high or strong fiscal capacity which is indicated by PAD which higher than central transfer fund, and other source for regional income such as BUMD.

"There is also moderate fiscal capacity, that is balanced, more or less the same with central transfer fund and PAD, fifty-fifty or 60-40. But there are also many regions that are very dependent on central PAD transfer," he conveyed.

He also expected spirit of independence for local government to grow through its commitment in running government. It must be carried out well thus obstacles in bureaucracy between center and regions can be minimized by being innovative.

"Ability to find ways to take advantages should be developed. It is not easy, it requires strong leadership to manage all available resources, including personal resources in government structures and non-structures, to collaborate and create breakthroughs," he added.

For information, IGA 2020's participation rate reached 89.3 percent or 484 regions. Other categories that are contested are categories of Very Innovative Local Government, Highly Innovative and Most Innovative City/Regency Government, and The Most Innovative Underdeveloped and Border Local Governments.

Home Affairs Ministry through BPP carried out screening stage through data entry inputted by local government in regional innovations application which carried out online since May 14, 2020 through Home Affairs Ministry's regional innovation index application. This application is made specifically for regional innovation index assessment and it can be seen transparently by all parties.

There were 34 Provincial Governments participating in this activity or 100%. Next, 360 local governments or 87.6%, city government with 90 regions or 96.7%. With number of innovations reported, there were 90 regions or 96.7%. With number of innovations reported reached 14,987 innovations or reach 85% from last year, where in 2019 it reached 8,014 innovations.
